Negative product balance in stock

There was a problem. When trying to ship the product, it gives an error that the product has a negative balance in the warehouse, in this case warehouse B. Before that, the goods were shipped from the supplier in the amount of 15 pieces to warehouse S and after some time from there and returned to the supplier. When viewing the details of the warehouse operation, it turns out that it took 12 pieces from S and 3 pieces from B for some reason. Although the "Return process content to warehouse" option is disabled "If there is not enough product in the warehouse, try to move it from another warehouse". I repeatedly tested it and if at the time of return the quantity was already insufficient in that particular warehouse, then nothing was taken from other warehouses and an error was issued. In all probability, in this case, some kind of bug happened. Please advise how to fix this situation.
