Question on the number of sent messages so that Google does not ban?

The client often sends email messages to his clients
The question is, do we know the approximate volume of letters in a given period of time so that Google does not ban sending?
That is, the task is that the client does not want to connect sendpuls / e-sputnik, etc., but at the same time he wants to sometimes send 2-3k contacts to clients
Can we (if we know the maximum volume of emails) add some conditions so that the system sends no more than X emails per hour and does it there even for a day, but without a ban
Or the second point, maybe we can somehow set up a mail server? This can generally be done by onebox developers if so, will it make sense and how much will it cost?
I understand that the question is abstract, but as it is

You have the functionality of mass mailings - there you can set how many letters per hour to send, sort of. Here's a setting and substantiate Google.

We can customize, but we will not do this in order not to support. Set up and maintain on your own / by mail server specialists.
