SMS when moving to the stage of the business process are not sent to everyone

Good afternoon! We have set up SMS sending upon transition to the BP Sent and Sent-Not Paid stages. Customers began to complain that they did not receive SMS with a notification that the order had been shipped. Checked-most of the BP without sent SMS.
This has been noticed in the last week.

judging by the comments - SMS is gone
the problem is that it did not reach (perhaps a problem on the integration service) or should something else have been sent?

a possible reason has been found why SMS is not always sent. In the settings "Run action only if delivery method matches", the delivery method was deprecated.
