I would like to note that the transition to the "Shipped (paid)" stage is performed automatically.

What could be the reason?

At the moment, you need to do this to understand what is wrong with you and why you are not allowed to enter the stage. Most likely, the user does not have rights to create a document or any other action that is further down the stage. If in an action that switches a stage or that throws an error, there is an option to choose on whose behalf it should be launched, then of course it is better to select an admin there to avoid a repetition of the situation.
